INTRODUCTION :
Muslim Centre for Justice and Law (MCJL) envisions, “A Ugandan society that upholds universal faith-based principles in ensuring equitable access to justice, human rights and observance of the law”.
MCJL’s mission is to facilitate observance of human rights, justice, peace, and good governance through promotion of public interest, civil liberties, and obligations under the law.
MCJL intends to capture and document voices of Muslim women and Top Muslim Leadership sharing their experiences and messages for advocacy. The assignment will require the consultant to capture and produce stories of change among Muslim Women in line with outcome II of the results frame-work.
Background:
In due course of the global and national advocacy campaigns during the 16 days of activism and based on the previous implementation experience, the Muslim Centre for Justice and Law (MCJL) has been able to make tremendous achievements under the women empowerment programme. A consultant is required to write stories of change using clear and simple language. It has been observed that at this point in time MCJL needs to use photographs that tell a story effectively. The stories should tell a complex tale in an easy to understand manner. While capturing and documenting the stories it is important for the consultant to take into context the following:-
- Who is your audience?
- Why are you writing this story?
- What do you want people to feel?
- What do you want them to learn?
It is against this background that there is need to conduct an analysis to capture and document best practices, lessons and challenges of Muslim women experiences
Justification :
The consultant will be required to capture and document narrative Messages agreed upon by Top Muslim National Leadership for advocacy at National level through media platforms.
The documented case stories will be utilized by the MCJL, Stakeholders and the wider Muslim community in Uganda to address issues of how to prevent gender based violence adopting the best practices on how they resolve domestic violence while providing safety of Muslim women. The case stories will focus on selected Muslim women or families and the stories should:-
- Keep it short : around 4-500 words
- Gather Lots of quotes directly from the person
- Explain the impact of MCJL’s work
- Be personal and emotional
The case stories will assist Muslim Women to reveal their progress and limitations in preventing Violence Against Women (VAW) within the Muslim communities.
OVERALL OBJECTIVE OF THE ASSIGNMENT :
The overall objective of the consultancy is to capture and document narrative Messages agreed upon by Top Muslim National Leadership for advocacy at National level through media platforms. The voices of Muslim women should be emphasized for experience sharing on messages for advocacy. The consultant will be required to capture and produce stories of change among Muslim Women at family and community level.
SPECIFIC OBJECTIVES:
Specifically, the consultancy is intended to:-
- To capture success stories to increase empowerment of Muslim women through routine summons in partnership with top religious leaders for a just and sustainable faith Community.
- To strengthen the documentation of success/case stories for Muslim leadership and Women in target communities in form of best practices towards free from violence and its associated risks.
The key result area is Women and men in target communities have information on national GBV policies and are empowered to lobby and advocate for improved service provision.
SCOPE OF WORK:

- Prepare and share an inception report and work-plan on how to proceed with the assignment.
- Conduct relevant visits, interviews and other necessary/relevant engagements with selected stakeholders. After the conducting the interviews in due course of documentation keep your sentences short: maintaining an average sentence length of 5 to 20 words, Short and punchy, one idea per sentence and you are aiming at 500 words overall.
- To effectively write your story, conduct an interview with the ‘Person’, ensure that you have thought of the area you want to concentrate on, develop interview questions that will help you get information on; the situation before (problem) – partner intervention – change.
- Capture action photos that will demonstrate the women empowerment frame-work in the Muslim community to promote peaceful and harmonious families.
- Present the documentary at stakeholder meetings for validation.
- Submit both the final case/success story documentary to MCJL in hard and soft copy format.
THE PROCESS OF EXECUTING THE ASSIGNMENT :
The process will be guided by the following considerations:-
- The Women Empowerment Advocacy Strategy, Women Empowerment Approach and Safe-Guarding guidelines must be consistent in context with the assignment.
- The coverage and methodology must be practical and user friendly to reflect the Muslim community at individual, family and national character of how VAW is prevented.
- The content should be coherent, simple and easy to understand.
- The case /success stories should explain the background, the story and the change. It should logically indicate the Problem -> Partner -> Change.
- Sources of the action photos and case stories for reference should be clearly indicated.
EXPECTED OUTPUTS AND DELIVERABLES:
- The consultant shall clearly present an inception report with a work-plan and proposed methodology of how to proceed while capturing and document success case stories.
- Presentation of the draft documentary at a validation stakeholders’ meeting.
- Submit the final documentary and final report which should incorporate comments made during the stakeholders meeting and in excellent English, proof-read and ready for publication.
MANAGEMENT OF THE ASSIGNMENT :
The consultant will work under the direct supervision of the Vice President/Head of programmes at MCJL Head offices, who will also perform the evaluation of the assignment by the contracted consultant. MCJL will regularly communicate with the consultant and provide support to him/her when required.
REQUIRED QUALIFICATIONS AND WORKING EXPERIENCE:
The consultant should meet the following minimum selection criteria:
- A Bachelor’s degree in Mass Communication and any other relevant postgraduate qualifications.
- Previous work experience and in- depth knowledge in action photographs.
- Excellent communication skills.
- A clear understanding of Gender and Muslim family matters.
- At least 5 years of relevant professional working experience in research including extensive knowledge and experience.
- Good analytical, documentation and facilitation skills.
SUBMISSION FOR THE ASSIGNMENT :

RECOURSE:
MCJL reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to MCJL and counterpart feedback.
INTELECTUAL PROPERTY RIGHT:
MCJL shall own all property rights, such as copyright, patents and registered trademarks, on matters directly related to, or derived from, the work carried out through this contract with MCJL.
